Background
  Rockbridge County Public Schools commissioned Spectrum Design of Roanoke, Virginia, to provide a detailed study of their middle school building program. This included the following school buildings:

Maury River Middle School - 600 Waddell Street, Lexington, VA
Rockbridge Middle School - 1200 Sterrett Road, Fairfield, VA

Spectrum Design was informed early in the process that current student projections and rising costs of maintaining two middle schools may dictate a one-school “consolidated” program. As this was being considered for the county, Spectrum Design was directed to shift our efforts toward investigating Maury River Middle School – the more centrally located building – as the probable location for a consolidated middle school, and provide detailed building information and concept plans on this building only.

In addition to developing concepts that respond to an updated program for educational and community use, Spectrum Design was to also investigate the existing MRMS building and site conditions to determine appropriate adaptive re-use and reconfiguration of existing space, as well as upgrades to building systems, building components and site amenities that would be required as part of a comprehensive renovations and additions project.
 
Executive Summary
  Spectrum Design was asked to conduct programming sessions, involving school faculty from both existing middle schools and administrative staff in the central office. This method of gathering information greatly enhanced the programming experience and led to what we believe is a more comprehensive building program and conceptual plans that address the needs of middle school education in Rockbridge County.

After gathering information on requested spaces to meet program requirements, Spectrum Design tabulated this information into a “Building Program Outline” and worked with school administration to further refine the building program, in order to develop conceptual plans that were sensible, cost effective and in accordance with current expectations of school building projects throughout Virginia and the United States.

From the Building Program Outline and resulting building concepts, estimates of probable construction cost and associated “soft costs” were developed to formulate a “Comprehensive Project Budget” for the renovations and additions to the schools.

Spectrum Design has determined that renovations and additions to the Maury River Middle School building and site are feasible and can be accomplished within a budget that is typical of other school construction projects of similar nature.
